How to Testify at the Legislature

Sharing your voice at the Hawaiʻi State Legislature is an important way to influence decisions that impact our community. Whether you support or oppose a bill, you can submit testimony online, in writing, or in person. To testify, first create an account at capitol.hawaii.gov, find the bill you want to comment on, and submit your testimony before the deadline. If you wish to testify in person or via Zoom, be sure to sign up in advance. Your input helps shape Hawaiʻi’s laws – make your voice heard!

  • Create an Account: Visit capitol.hawaii.gov and sign up for a free account to submit testimony.

  • Find the Bill: Use the website’s search tool to locate the bill you want to comment on by number (e.g., SB1234) or keyword.

  • Review Hearing Notices: Check when the bill will be heard in committee and note the deadline for testimony submission.

  • Submit Written Testimony: Click the “Submit Testimony” button on the bill’s page, enter your comments, and upload any supporting documents.

  • Sign Up for Oral Testimony: If you want to testify in person or via Zoom, follow the instructions in the hearing notice to register in advance.

  • Attend the Hearing: If testifying live, arrive on time at the designated room at the Capitol or join the Zoom meeting link provided.

  • Follow Up: Monitor the bill’s progress and submit additional testimony if it moves through other committees.
